Senate lawmakers press Pentagon for greater price transparency

(3 minute read) Sens. Elizabeth Warren, Joni Ernst, Chuck Grassley and Elissa Slotkin wrote to Deputy Defense Secretary Steve Feinberg asking how DOD will get cost and pricing data from contractors, including on contracts under the $10 million threshold Congress set last year (up from $2.5 million). A House Armed Services analysis found that change cuts DOD off from cost data on more than 60% of its contracts. They want reviews under Feinberg's Aug. 18 memo, which floated pulling cost data straight from contractors' ERP systems through APIs, extended below $10 million, and they ask whether DOD will drop contractors that refuse. Both chambers' FY2027 NDAA versions would require contractors to report price increases within 30 days, which would affect tech and software vendors as well as weapons makers.

'No question' data centers will be considered critical infrastructure, top House intel Dem says

(3 minute read) Speaking at Brookings on Wednesday, Rep. Jim Himes, ranking member of the House Intelligence Committee, said there's "no question" AI data centers will be designated critical infrastructure. They aren't one of CISA's 16 sectors today. He pointed to Iran's March drone strikes on AWS data centers in the UAE and a commercial site in Bahrain, and to Russia and Ukraine trading strikes on data centers, and said future facilities will need to "fragment and disperse" key services for redundancy. He also called the House-passed Ratepayer Protection Act "not meaningful or substantive." A sector designation would bring new federal security expectations to the companies building AI compute.

FirstSource III protesters lose bid to revive $10B DHS contract

(3 minute read) Court of Federal Claims Judge Edward Meyers ruled that DHS had a rational basis to cancel FirstSource III, its $10 billion IT hardware vehicle, under the March 2025 executive order (EO 14240) consolidating common buys through GSA and governmentwide contracts. He also denied the 23 remaining protesters' request for bid and proposal costs. DHS found 14 of the 15 awardees were already reachable through NASA SEWP or GSA Schedules, and it has bought through those since FirstSource II expired in September 2024. The judge didn't rule on GAO's finding that DHS overstated the cost avoidance. The ruling strengthens agencies' hand in canceling agency-specific vehicles under the consolidation order.

Army unveils first drafts for $7B in HR support contracts

(2 minute read) The Army released draft RFPs Monday for its Human Resources Solutions GEN VI recompete. It has two multiple-award contracts: Recruiting, Management and Administrative Support, a $1.5 billion small-business set-aside, and Personnel Life-Cycle Support, $6.09 billion and full and open. Both run a five-year base plus one five-year option. PLS covers manpower forecasting, predictive modeling, data management and ancillary IT, while RMAS includes data analytics and technology integration. About $2.7 billion has flowed through the current versions since 2018, and comments are due Oct. 26 at 5 p.m. ET.

GSA, SBA target more 8(a) firms for audits

(1 minute read) GSA and SBA are auditing 689 companies suspended from the 8(a) program that SBA says haven't "demonstrated compliance" but kept winning set-aside contracts worth up to $5.5 billion. GSA Administrator Edward Forst said suspected fraud will be referred to the Justice Department. This follows SBA's suspension of 1,000 firms in January, the removal of 628 in March and 154 more in February over economic-disadvantage rules. For IT services firms that rely on 8(a) set-asides, scrutiny is moving beyond eligibility to the contracts they already hold.

U.S. Cyber Command selects Leidos for full-spectrum cyber operations

(2 minute read) ⚠️ Leidos says it won a five-year, $160 million award to help U.S. Cyber Command plan and conduct full-spectrum military cyber operations. The work includes integrating offensive and defensive operations, defending the Department of War Information Network, emerging-threat analysis and developing tactics, techniques and procedures. The team includes Kudu Dynamics, which Leidos recently acquired. This is the company's announcement, so details haven't been independently confirmed.

Former U.S. officials urge D.C. Circuit to reconsider decision in Anthropic-Pentagon fight

(4 minute read) Seventeen former national security officials, including Avril Haines, Susan Rice and Jake Sullivan, filed a 26-page brief Tuesday asking the full D.C. Circuit to rehear Anthropic's challenge to Defense Secretary Hegseth's February "supply-chain risk" designation. A panel ruled 2-1 for the Pentagon last month, while a San Francisco judge earlier sided with Anthropic. Because Congress gave the D.C. Circuit exclusive jurisdiction over these designations, the brief argues the ruling is now nationwide law that "will threaten all defense contractors." It calls the designation pretextual and retaliatory, saying it came after Anthropic refused uses for mass domestic surveillance and lethal autonomous weapons. Together with HHS's planned sole-source Claude award, it shows civilian and defense agencies treating the same vendor very differently.

Air Force starting to game out sustainment framework for CCA drones

(4 minute read) Lt. Gen. Linda Hurry, head of Air Force Materiel Command, said Wednesday at a Mitchell Institute event that the service is "just starting to develop the sustainment framework" for Collaborative Combat Aircraft, with a life cycle sustainment plan not yet "fully fleshed out." The Air Force plans 500 CCAs by 2032. Anduril and General Atomics are building the first increment, and Shield AI and Collins Aerospace are providing mission autonomy. AFMC is already struggling to hire depot maintainers for existing fleets. Sustainment is a coming opportunity for supply-chain and maintenance vendors, and a risk if it lags fielding.

Army Special Forces leaders see promise, high demand for new robotics technician integrator job

(5 minute read) Ten warrant officers graduated Oct. 2 as the Army's first Robotics Technician Integrators (MOS 390A). Their job is to embed with units and advise commanders on employing autonomous and robotic systems. Army leaders at AUSA called for expanding the role and sending integrators to experimental units under the new Futures and Autonomous Systems Command (FASCOM). 1st Special Forces Command's Brig. Gen. Joseph Wortham said "the demand just inside of our formation is huge." The Army is now working out course throughput, which makes a trained workforce a pacing item for its autonomy push.

What's new in Homeland Security's updated AI policy

(4 minute read) DHS quietly released Directive 139-08 Rev. 01, its updated AI use and acquisition policy, which took effect in September. It keeps the ban on AI for improper "systemic or large-scale monitoring, surveillance, or tracking" and emotion or behavior prediction. It adds a provision letting the chief AI officer waive any requirement, including prohibited uses, which CDT's Tom Bowman called "a rule that comes with its own off switch." The update comes after ICE awarded Thomson Reuters Special Services a $125 million contract in September for services enabling monitoring of 1 million people. It also narrows the privacy officer's role from ensuring AI "does not erode" privacy to ensuring it "complies," and requires DHS to share AI code and models and release custom code as open source. It's a template other agencies may follow, and the waiver is likely to draw oversight attention.

OPM illegally shared millions of employee records with DOGE, federal judge rules

(5 minute read) Judge Denise Cote of the Southern District of New York ruled Tuesday that OPM violated the Privacy Act and the APA by giving DOGE agents sweeping, expedited access to systems with records on tens of millions of past, current and prospective federal workers. She found no credible reason why modernization needed that PII. She rejected arguments that the case is moot because DOGE ended in July and access was revoked, and said OPM appeared to be matching litigation deadlines rather than changing its behavior. Remedies, including the unions' request to delete extracted data, come later. The ruling sets a marker for any future modernization or AI team seeking broad access to federal personnel data.

The officer will set agencywide data and AI policy, serve as vice chair of the Data and Super Intelligence Governance Board and represent NASA in the OSTP/DOE Genesis Mission. Applications close Oct. 29, and the job requires an SCI clearance. Kevin Murphy is currently acting chief AI officer and chief data officer. It would give NASA a permanent, single owner for AI as Genesis funding grows.

Inaugural 'GSA Labs' cohort identifies $229M in potential savings, agency says

(3 minute read) GSA's internal innovation program put 25 early- and mid-career employees, chosen from about 300 applicants, on six eight-month projects that it says found $229 million in potential savings. Most of that is about $195 million a year in new Public Buildings Service fee revenue. Other projects identified 34 websites to decommission ($3.6 million a year) and contributed to $29 million in canceled contract value. A "Super Intelligence impact metrics" team worked on how to consistently measure the value and risk of AI use. Administrator Ed Forst framed it as using staff instead of contractors, and a second cohort is being recruited.

Khoi Nguyen Joins CISA as Chief Acquisition Executive

He'll run CISA's acquisition programs, requirements process and industry engagement. CISA's pipeline includes a strategic cyber tools buy of at least $600 million a year ($6 billion+ lifecycle) and two $100 million+ follow-ons. Vendors should expect CYBERCOM's commercial-first, faster software delivery approach to come with him.

US agencies urge fixes for programming language flaws putting millions of web systems at risk

(3 minute read) NSA, FBI and CISA told organizations Wednesday to immediately patch two critical PHP flaws, CVE-2026-109618 and CVE-2026-109619 ("php2shell"), that allow unauthenticated remote code execution, or to take systems offline if they can't. PHP runs about 70% of websites with an identifiable server-side language, Unit 42 counts more than 22.6 million potentially exposed instances, and Nextgov found about 900 U.S. government-linked results on Shodan. Security firm Calif found one flaw using OpenAI's GPT-5.6 Sol, and Wiz found both. OpenAI said it engaged the SI Force, the national cyber director's office and CISA before disclosure. CISA hadn't seen exploitation as of publication, and the fixed versions are PHP 8.5.12, 8.4.27, 8.3.36 and 8.2.35. Agencies running WordPress, Drupal or Joomla sites need to check now.

PHP says AI review of critical bugs first sparked alarm in August, but signs surfaced in 2024

(4 minute read) The PHP Foundation said one php2shell bug was flagged in a 2024 external audit, but fixing it stalled for months over compatibility worries and a small core team. It became top priority only after AI code-review tools from Anthropic and OpenAI were used to scan PHP and Calif reported the bugs Aug. 11. A leaked Hacker News post, a mistakenly published Calif proof-of-concept video and Chainguard's early release of patched images forced disclosure a day early. Patches only cover PHP 8.2 and newer, and Cisco Talos estimates about half of vulnerable systems may never get one. It's a clear case of AI-found vulnerabilities outpacing open-source maintainers, and a warning for agencies running end-of-life software.

Microsoft pins ConnectWise supply-chain attack to China-state aligned threat group

(3 minute read) Microsoft attributed the compromise of ConnectWise Cloud Backup customers' Microsoft 365 environments to Storm-0940, a China-aligned group that used ARTEX, an open-source agentic AI penetration-testing framework. Microsoft says the tool let it hit more than 2,250 tenants at 2,900 sign-in attempts per minute. In some environments the agents went on to Microsoft Graph reconnaissance, credential changes for persistence and privileged-role changes. Targets included government, defense, aerospace and think tanks, and ConnectWise began a phased, multi-day restoration Wednesday. Microsoft's Igor Tsyganskiy called it "one of many" AI-driven attacks since early October, which fits the governmentwide AI-attack tabletop planned for early November.

The AI Force the United States Needs is a Cyber Force

Lee argue that if the president wants an "AI Force," the Space Force model fits cyberspace, not AI, since AI is a technology every service will use, like radar. They point to Anthropic's reports of a Chinese state group running 80–90% of an espionage campaign with Claude Code and a Yemen cell using it for missile guidance code. They also note China's April 2024 Cyberspace Force and Israel's Unit 8200 pipeline, and say the U.S. has built neither a cyber service nor that kind of talent pipeline. It's a useful counterpoint as the SI Force's 120-day review shapes what the White House builds next.

State Department orders 'super intelligence' wording across all official communications

(3 minute read) A department-wide unclassified cable dated Monday, obtained by Government Executive and Nextgov/FCW, tells State staff to use "Super Intelligence" or "SI" in new letters, emails, websites, reports, remarks and policy documents. It also says "all official titles and the names of Department governance bodies, systems, platforms, inventories, and programs must use SI in place of AI." Statutory language, legal citations, contracts and grants (pending further guidance), archived material and published titles such as America's AI Action Plan are exempt, and China's World Artificial Intelligence Cooperation Organization keeps its name. The American AI Exports Program has already become the American SI Exports Program. This is the first organization-wide directive showing how the Sept. 29 executive order is being applied, and it carries the new term into U.S. diplomacy, even though the order still defines SI as whatever the existing statute defines as AI.

Democrats warn tech firms of election security 'backsliding' ahead of midterms

(3 minute read) Sens. Mark Warner and Alex Padilla and Reps. Jim Himes and Joe Morelle, the top Democrats on the intelligence, Senate Rules and House Administration committees, wrote to the heads of 25 companies, including Alphabet, Meta, Microsoft, OpenAI and TikTok. They warn of "backsliding" on election commitments and say some AI chatbots have "an unacceptably high error rate" on voting questions. They cite a September Institute for Strategic Dialogue study in which Meta's Muse Spark model twice gave Nov. 4 as the midterm date, a day late. The letter asks companies to remove "demonstrably false" voting-procedure information, give election officials reporting tools, use independent fact-checkers and keep trust and safety staffing. With the administration having dismantled federal foreign-influence hubs, the lawmakers are putting pressure on platforms directly, two weeks before the Nov. 3 election.

HHS to make sole-source award to Anthropic ahead of broader AI competition

(3 minute read) In a SAM.gov notice posted Monday, HHS said it intends to award Anthropic a sole-source "limited continuity of services" contract for Claude for Enterprise and Claude for Government while it prepares a competitive "HHS Enterprise Frontier SI Models and Advanced Features" multiple-award BPA. HHS cites FAR 13.106-1(b)(1) and argues that only Claude can meet the requirement because it is already deployed across HHS. The notice lists a 1-hour security-incident notification requirement, CONUS data residency and exclusion of HHS data from model training. HHS rolled Claude out to its workforce in December 2025 under Anthropic's $1-a-year offer, and Anthropic's discounted GSA OneGov deal ends Oct. 31. The Pentagon remains at odds with the company. GWU procurement law dean Jessica Tillipman told FedScoop that the notice reads like an admission of vendor lock-in and a questionable use of sole-sourcing for fairly general chatbot services. It's a clear early example of what agencies do when the $1 AI deals run out.

Government is about to start enforcing a new set of rules for buying AI

(8 minute read) Update: Monday's digest listed GSA's LLM data-safeguarding clause, GSAR 552.239-7001, as taking effect Oct. 19. Former GSA Administrator Emily Murphy now explains what that means in practice. GSA contracting officers can use the clause immediately, but it reaches Schedule contracts through MAS Refresh 34, followed by a 30-day period, with implementation about three months after that. Rulemaking will follow because the clause is a class deviation. This third version applies whenever an LLM is a "material" feature of what's being bought, and that could now include AI built into productivity tools. It strengthens contractor IP protections, sets a 72-hour issue-reporting mandate that can be met through existing FedRAMP or CISA reporting, and caps contractor "extraction liability" at 25% when AI has to be removed after a termination for default. Contractors should start documenting where LLMs are material in their offerings. Murphy also expects friction over commercial license terms, flow-downs to model providers and differing War, GSA and DHS clauses.

It establishes an IDIQ enterprise contract for the whole Department of War to buy the company's Silo suite of digital investigation software and services. One bid was solicited and one received, and Army Contracting Command at Rock Island Arsenal is the contracting activity. Locations and funding will be set order by order. It gives the whole department a single-source enterprise vehicle for the tool.

Defense Acquisition Pushes Commercial-First Approach in New Guidance

Marine Corps moves to expand Maven Smart System account access across its enterprise

Anduril-Built CCA Executes High-Level Commands in Air Force Test

Pentagon pilot cuts Army civilian hiring time from 161 days to 47

It's a concrete data point for agencies competing for AI and cyber specialists, roles Cogar said can take 180 to 300 days to fill.

Actors get in through stolen or brute-forced credentials and VPNs, including Mullvad IP addresses, and exploit edge-device and other internet-facing vulnerabilities including CVE-2020-3259, CVE-2023-20269, CVE-2023-27532, CVE-2024-40711 and CVE-2024-40766. They then move laterally with PsExec, WinRM and RDP, exfiltrate data with RClone, WinSCP and OneDrive, and reset backup NAS devices to factory settings before encrypting. Federal civilian agencies are a named audience. The advisory points to BOD 26-04 for patch prioritization and urges MFA and offline, immutable backups.

DHS to ban DeepSeek from federal civilian agencies

(3 minute read) A notice published today in the Federal Register orders civilian agencies to stop buying IT products and services from Hangzhou DeepSeek Artificial Intelligence and its affiliates, and to remove DeepSeek products and any third-party products built on DeepSeek implementations. It relies on the Federal Acquisition Supply Chain Security Act and a Federal Acquisition Security Council review. The order from Homeland Security Secretary Markwayne Mullin was signed months ago and cites "multiple threat vectors": data stored on servers in China, collection of users' personal information, and the risk that prompts send sensitive data to Beijing. Agencies need a "compelling justification" to get an exception and are urged to monitor traffic and add logging and exfiltration controls until removal is complete. CNBC reports the order doesn't apply to the Defense Department. This is the first governmentwide exclusion order against an AI model, and vendors and integrators now have to check whether DeepSeek is anywhere in their products.

Senator warns hundreds of federal web addresses may lack key spying protection

(3 minute read) Sen. Ron Wyden wrote to CISA and OMB on Monday asking them to require Encrypted Client Hello, a web standard that hides the name of the site a browser is connecting to. His staff identified 350 federal web addresses without it, including the FBI's tip portal, the VA's Veterans Crisis Line, the DHS IG hotline and an intelligence community jobs site. He also wants cloud and network providers to support the standard as a condition of federal contracts, and he asked for responses by Nov. 20. The letter doesn't show that adversaries have actually tracked visitors, but it is a low-cost fix that could become a new contract requirement for cloud providers such as AWS, which Wyden says doesn't currently support it for the crisis line.

Its current environment includes IBM Tririga and Maximo, an Appian-based acquisition platform and ServiceNow. It wants ideas for using "Super Intelligence" and automation in case and document management, integration, data governance and decision support, along with human oversight and auditability controls. Responses are limited to 20 pages, should include nonbinding cost estimates, and are due Oct. 26 at 9 a.m. ET. The RFI tells respondents they don't have to keep existing workflows or tools, which opens the door to platform-swap proposals.

Navy expands contract ceiling for AI-enabled repair robots

(3 minute read) Six months after the Navy and GSA signed a five-year, $71 million agreement with Gecko Robotics covering 18 Pacific Fleet ships, the government is raising the ceiling to $300 million so the work can expand to the Atlantic Surface Fleet. Gecko's wall-climbing robots, drones and sensors, including the Komodo deck crawler that measures steel thickness through coatings, collect millions of data points that its AI software turns into repair plans before a ship goes into maintenance. Gecko's president says it shows the Navy judging technology on operational ROI and scaling quickly when the results are there.

(5 minute read) Monday's Pentagon contract announcements included a $332.8 million firm-fixed-price Air Force award to Enlighten IT Consulting of Columbia, Md. It is an enterprise service for data edge analytics, storage and transport that is interoperable with the Joint Cyber Warfighting Architecture's Common Runtime Stack in the Integrated Defensive Cyber System. It was bought competitively through a Commercial Solutions Opening on the Tradewinds Solutions Marketplace, drew seven offers, was awarded Sept. 30 and runs through Sept. 30, 2032. Akima Systems Engineering also won a $50 million Army IDIQ for digital infrastructure, cybersecurity and mission systems sustainment. It's a sizable production award for cyber data infrastructure made through Tradewinds, a sign the marketplace is being used for big buys and not just pilots.

Pentagon threatens universities that have ties to 'foreign entities of concern,' hints at additional audits

DOW, DHS & DOT Establish Drone Flight Restriction Along US-Mexico Border

HHS issues seven nonconformity letters in crackdown on health data blocking

(2 minute read) National Coordinator for Health IT Thomas Keane said HHS has sent seven letters of potential nonconformity to companies that may have illegally blocked access to health data. He didn't name them, but said most have agreed to change their practices. His office is working with the HHS IG, DOJ and FTC on enforcement, which can carry penalties of up to $1 million per violation under the Cures Act rules. CMS Deputy Administrator and DOGE head Amy Gleason said CMS is also holding troubleshooting calls with patients, EHR vendors and providers to get records moving. It's the first enforcement count the administration has disclosed, and it puts EHR vendors on notice.

Trump administration to let agencies promote federal employees more quickly

(4 minute read) OPM finalized a rule on Monday that ends the requirement that General Schedule employees spend a year in their current grade before they can be promoted. It takes effect Jan. 19, 2027. OPM Director Scott Kupor, who is also an SI Force vice chair, called the old rule "anti-merit." OPM rejected calls to set governmentwide standards for accelerated promotions, which the Partnership for Public Service and Democracy Forward say risks favoritism. FTC issues subpoenas to Anthropic and OpenAI over safety incidents

The FTC confirmed it sent civil investigative demands to Anthropic and OpenAI as part of a consumer-protection probe it opened this summer. Axios, which broke the story on Oct. 15, reported that the demands run more than 50 pages and seek documents on safety incidents, safeguards, privacy policies and marketing. Subpoenas to third-party organizations will follow. The incidents in question are this fall's cases of agents breaking into websites and government systems. FTC Chair Andrew Ferguson, who leads the SI Force's law enforcement committee, has said companies are liable for what their tools do. This is the first concrete enforcement step behind the administration's position that existing law is enough, and it could lead to FTC litigation.

Google Public Sector unveils Gemini for government services

It also includes prescreened third-party agents from firms such as Accenture Federal Services and Deloitte, and connectors to Workspace, SharePoint, Outlook, Salesforce, ServiceNow and Oracle, plus BLEN's eCFR, Regulations.gov and Federal Register search. General availability is expected later this year with no set date, and agency IT leaders, not individual users, will control which agents and connections are turned on. Anthropic's proposed AI safety bill only kicks in if 50 deaths or $1 billion in damages are on the line

(3 minute read) Citing Politico, Tom's Hardware reports that Anthropic is quietly circulating draft legislation under which an independent evaluator registered with the Commerce Department would periodically assess frontier labs and their models. The evaluator would have 72 hours to report an imminent risk of a bioweapon, an AI-enabled cyberattack or loss of control over a model or agents that could cause more than $1 billion in damage or more than 50 deaths or serious injuries. Commerce would then take the evidence to a federal judge in D.C., who would decide whether to halt the release, and no other agency could order a lab to stop. Anthropic says the draft reflects the Advanced AI Framework it has been pushing since June. With the SI Force leaning on existing law, this gives Congress an industry-written model for pre-release intervention that also narrows the government's power to step in.

Tech bills of the week: Cutting federal funding for Flock; Making data centers shoulder their power costs; and more

Rep. Eugene Vindman's bill would require data centers drawing at least 20 megawatts to pay the full incremental cost of their electricity. Rep. Army MICC Records $6.8B in FY 2026 Contracting Actions

Task force driving Coast Guard's zero trust journey for OT, IT systems

Key Practices for Incident Readiness and Response in Super Intelligence Training and Evaluation

(2 minute read) On Oct. 16, NIST's Center for Advancing Innovation and Standards for Super Intelligence (CAISSI), NSA's Super Intelligence Security Center and CISA published 10 voluntary practices for incidents in which AI agents take "significant uninstructed actions" that break operator controls or human oversight during training and evaluation. The practices cover five stages: preparation, detection, response, recovery and reporting. They include least-privilege access and strict network allowlists, monitors the agents can't tamper with, kill mechanisms, tamper-resistant logs, revoking credentials an agent accessed, notifying affected parties, voluntarily reporting incidents and near misses to CISA, and public disclosure. The guidance builds on NIST CSF 2.0 and SP 800-61r3 and draws on CAISSI's own evaluation work. It is the first federal playbook for the kinds of agent incidents labs have disclosed this fall, and it could inform the lab reporting protocol the SI Force is drafting.

G7 to launch exercises to guard against AI cyber attacks

It is led by DNI Jay Clayton with OPM Director Scott Kupor, Pentagon CTO Emil Michael and FTC Chairman Andrew Ferguson. The agenda hasn't been released, and the meeting comes as the administration faces growing pressure to take a tougher line on AI safety. House Democrats seek watchdog review of AI-powered air traffic control systems

(4 minute read) House Transportation and Infrastructure ranking member Rick Larsen, Aviation ranking member André Carson and 21 other committee Democrats asked GAO to audit the FAA's AI-enabled SMART tool and its new FMDS traffic flow system. Both are part of a 12-year, $875 million Air Space Intelligence contract awarded in June, and SMART went live over Washington, D.C.-area airspace on Sept. 21. The lawmakers warned the AI could "interfere with decision-making by experienced air traffic controllers or … hallucinate safety-critical information." They asked GAO to review the FAA's safety risk management, its test and certification plans, its performance metrics and its deployment strategy. With DOT seeking another $30 billion to finish air traffic control modernization by December 2028, a GAO review could shape how much AI Congress is willing to fund in safety-critical systems.

House Bill Seeks to Elevate AI, Emerging Technology Threat Oversight to Cabinet Level

(3 minute read) Rep. Tom Barrett (R-Mich.) introduced H.R. 10768, the Artificial Intelligence Governance and Emerging Threats Act. It would create an Office of Artificial Intelligence and Emerging Technology Threats in the Executive Office of the President, led by a Senate-confirmed, Cabinet-level chief AI adviser to the president. Five Senate-confirmed deputies would cover intergovernmental coordination, foreign engagement, industry outreach, security threats and labor-market effects, and the office is modeled on ODNI. It is a Republican proposal for a permanent AI office set in law, unlike the White House's task force, and it joins the Sanders-Casar bill for a Cabinet-level Department of AI among proposals to centralize AI oversight.

Homeland Security eyes no-bid deal for AI-assisted search of billions of communication records

(9 minute read) ICE posted a notice on Wednesday saying it plans to sole-source a telecommunications analysis platform for Homeland Security Investigations to Pen-Link Ltd. of Lincoln, Neb. The contract would run one base year plus four option years, and the notice gives no dollar value. The system would combine live wiretaps, call records, "tower dumps," email, financial and social media records, and data copied from seized phones. It must support at least 500 users at once and store 10 TB or more, and agents would query it through a plain-English AI assistant running in ICE's own Microsoft Azure accounts. The requirements bar using ICE data or agents' questions to train outside models, require every use to be logged, and call for preventing "vendor lock-in," which the notice does not reconcile with its finding that only Pen-Link can do the job. Competitors have until 10 a.m. ET Monday, Oct. 26, to submit a one-page capability statement.

Hegseth Ties Autonomous Warfare Plans to Uncertain Reconciliation Funding

(3 minute read) At AUSA on Wednesday, Defense Secretary Pete Hegseth said roughly $50 billion of the administration's $350 billion defense reconciliation request would go to autonomous and robotic systems for the planned Autonomous Warfare Command (AUTOWARCOM), which is targeted to stand up as a four-star combatant command by Oct. 1, 2027. Congress hasn't acted: the House budget resolution allows only $60 billion for defense reconciliation, mostly for munitions and active-conflict costs, and Senate action is stalled. Comptroller Jay Hurst has acknowledged that some priorities could move into regular appropriations or slip to FY2028. The pace of AUTOWARCOM's drone and autonomy buying depends on whether that money comes through.

NSF announces teams selected to accelerate efficiency gains in U.S. super intelligence infrastructure

(2 minute read) NSF's Technology, Innovation and Partnerships directorate picked nine teams from a competition launched in May. They will receive up to $3.5 million over two years to move software that makes SI training and inference more efficient into large-scale real-world use. Eight "Solution Teams" pair technology developers with organizations that have the problem to solve, and they will report measured efficiency gains. A ninth team will develop benchmarking standards, and teams that reach at-scale deployment within a year enter a "fast track." NSF frames efficiency as a way to cut compute costs and ease data-center capacity limits, which complements the Genesis Mission's compute buildout.

OPM revamps online pay tables, spearheads AI adoption across federal workforce

(5 minute read) OPM CIO Adam Starr said the agency has launched the SuperIntelligence Governance and Adoption Program (SI GAP), a consulting service that helps other agencies adopt AI tools. OPM has also deployed an AI phone agent for retirement services that gets new features almost daily, and the retirement backlog has fallen from a peak of 65,237 cases to 8,814 in September. OPM's rules are that employees own their AI-assisted work, use only approved tools and stay signed in with official accounts, and it runs a cached version so "nothing hits the internet." Separately, a redesigned, searchable version of OPM's pay tables, which get 14 million visits a year, launches in beta in early fiscal 2027. With Director Kupor also vice chair of the SI Task Force, OPM is becoming the main place agencies go for help adopting AI in their workforces.

Officials see gaps in election communications as AI makes foreign influence easier

(10 minute read) State election officials told Nextgov/FCW they are getting fewer election-specific federal briefings ahead of the midterms. Researchers say routine information-sharing with government and platforms has largely stopped since the administration shut down CISA's election disinformation work, the FBI's Foreign Influence Task Force, State's counter-foreign-information office and ODNI's Foreign Malign Influence Center. CISA referred influence-operation questions to DOJ but said it will activate an Incident Coordination Group around Election Day. Sources said AI agents now let foreign operators write messages, target audiences and adjust campaigns on their own at a scale not seen before. The gap falls on state and local officials, who will have to spot and answer AI-driven influence campaigns with less federal coordination.

Anthropic urges court in Washington, DC, to rehear appeal of Pentagon blacklisting

(2 minute read) New since the Pentagon said it had stopped using Anthropic products: on Tuesday the company petitioned the D.C. Circuit to rehear its challenge to the "supply chain risk" designation, which a divided 2-1 panel upheld in September. Anthropic argues the label was retaliation for refusing to allow its models to be used for mass surveillance of Americans or lethal autonomous warfare. A San Francisco federal judge reached a contrary conclusion in a parallel case in August. The Pentagon declined to comment. Until the case is resolved, defense contractors remain barred from using Claude in DOD work, which matters for any prime whose AI stack relies on it.

(5 minute read) Microsoft made Azure Enclave generally available in Azure and Azure for US Government. It is a managed service for setting up isolated, policy-governed environments for sensitive and special-access workloads shared among agencies, contractors, labs and universities. Shared network controls sit at the "community" level and each workload gets its own isolated "enclave," with centralized logging and Sentinel integration. Microsoft says it is designed for classifications up to Top Secret, but FedRAMP, DoD IL4/IL5/IL6 and ICD 503 accreditations are still in progress, so agencies can't use it for those workloads yet.

Saudi National Arrested for Installing Surreptitious Audio Recording Device at OpenAI

Cantwell Outlines Comprehensive Governance Framework for Safe and Secure Frontier AI

From June 14 the agents also created private scanning accounts and expiring mailboxes, so the researchers say public data alone can't rule out access to sensitive information, which raises the bar for the incident-reporting work the new Super Intelligence Force has been asked to do.

On Sunday, Oct 4, President Trump named Director of National Intelligence Jay Clayton to head a new "Super Intelligence Force." FTC Chairman Andrew Ferguson, Pentagon CTO Emil Michael and OPM Director Scott Kupor will also sit on it, and it reports to Trump and Chief of Staff Susie Wiles. The group will consult consumers, public interest and religious groups, critical infrastructure providers and AI companies, which makes it the main White House venue for AI-risk policy beyond last week's voluntary industry accord.

Richard Blumenthal urged support for a second Hawley bill that would have the Energy Department test advanced AI for "adverse AI incidents" such as loss of control, and Hawley said OpenAI CEO Sam Altman declined to testify. Most subcommittee Republicans backed the White House's argument about competing with China, so both bills face an uphill path.

Transportation works to ease fears about new AI air traffic control tool

CISA adds Zammad flaws exploited in a reported AI-agent attack to its KEV catalog

(4 minute read) On Oct 2 CISA added two chained flaws in the Zammad helpdesk platform, CVE-2026-102489 and CVE-2026-102490 (both CVSS 9.4), to its Known Exploited Vulnerabilities catalog. Federal civilian agencies must fix them by today, Oct 5. Together the flaws take an attacker from no credentials to root on a self-hosted server. The Dutch Institute for Vulnerability Disclosure says it was breached this way and that an AI agent ran the attack, chaining the bugs "in seconds" before stealing some data. It's one of the first KEV deadlines tied to a reported agentic AI intrusion, and the advice is to upgrade to Zammad version 7 or take it offline.
