White House & Executive Action
Inaugurating the Era of Super Intelligence (EO 14434)
Signed Sept 29, the order directs agencies to use "Super Intelligence" (SI) instead of "AI" in non-statutory documents, without rewriting past regulations or contracts. The President's science and technology adviser has 60 days to propose a legal definition, which sets up a statutory fight over what counts as SI.
White House unveils super intelligence order and industry accord
Trump and the heads of Google, Anthropic, Meta, OpenAI, xAI and NVIDIA signed a voluntary frontier-model safety accord with four layers of oversight, including outside auditors and an independent committee. Vance rejected an FDA- or FAA-style AI regulator, signaling the administration will lean on voluntary commitments rather than a new agency.
Trump expected to name DNI Jay Clayton as AI czar
Sources say Director of National Intelligence Jay Clayton would add the White House AI czar role while keeping his intelligence post. The White House called the reports "baseless speculation" ahead of any announcement; if confirmed, AI policy would be steered from the intelligence side of the government.
America.gov unveiled as an AI front door to government services
America.gov uses AI-enhanced search across more than 29,000 government websites, run by GSA's Technology Transformation Services. EO 14432 makes Login.gov the sign-in, gives OMB 90 days to issue guidance, and requires services with more than 100,000 annual users to connect, excluding DOD, the intelligence community and IRS tax filing.
EPA's Carter Farmer picked as new federal CIO, sources say
EPA's CIO is reportedly the White House pick to replace Greg Barbaccia as the government's top IT official. He has backed AI adoption with human review of outputs; OMB has not confirmed.
Congress & Legislation
Warner presses for AI security bill on Senate floor; Cruz objects
The AI Risk Management and Security Act (Warner, Schatz, Kim) would create a Commerce Department AI Safety Board with model access 45 days before release, incident reports within 30 days (72 hours for imminent threats), and fines up to $250,000 per violation per day. Cruz blocked a unanimous-consent request on Sept 29, so it now needs the regular committee process.
AI firms should be held liable for their models' actions, lawmakers say
After a Sept 30 Senate Homeland Security subcommittee hearing on "rogue" AI agents, Sens. Hawley and Murphy announced the AI Agent Accountability Act. It would make developers and operators of AI agents criminally and civilly liable under the Computer Fraud and Abuse Act; bill text isn't out yet.
150+ new military programs face delay under a CR
FY2027 began under a continuing resolution through Dec 11 that bars new starts, stalling efforts like the Space Force's $1.5 billion Autonomous Tactical Fabric. AI and autonomy programs that were slated to begin this fall are on hold until full-year appropriations pass.
Acquisition & Contracts
GSA issued an AI acquisition policy for new contracts
GSA's AI clause, issued in memo RGO-2026-01, takes effect Oct 19 but contracting officers can use it now. It bars vendors from training models on government data, requires AI incident reports within 72 hours, and drops most "unbiased AI" language; it applies only when the government is buying AI, so vendors should review data-handling terms now.
GSA expands OneGov AI offerings with discounted ChatGPT
OpenAI's new 27-month OneGov deal took effect Oct 1, replacing the $1-per-agency offer with 50% off token-based usage and no minimums. GSA says OneGov has saved about $1.68 billion, but agencies now face consumption pricing that could cost more as usage grows.
Google extends Gemini OneGov deal into November
Gemini for Government stays at $0.47 per agency through Nov 15, and Anthropic's $1 Claude offer runs through Oct 31. Agencies relying on these bargain deals should plan budgets for what comes after.
VA previews timeline for enterprise AI services competition
VA plans a three-year Enterprise AI Support Services contract to roll AI out to about 540,000 users in six waves, with a final solicitation expected in October. Responses to its third RFI (36C10B26Q0834) are due Oct 7.
ICE seeks an "agentic software factory"
ICE's IT office posted an RFI for AI agents that handle most planning, coding, testing and review of software, expanding its STELLA platform. Responses are due Oct 16.
Koniag awarded CDAO contract for AI and machine learning
Koniag IT Systems won a five-year contract worth up to $54.99 million ($9.4 million initially) for AI and machine-learning program support at DOD's Chief Digital and AI Office. Washington Headquarters Services made the award Sept 11.
Air Force taps DSD Laboratories for logistics IT and agentic AI
Air Force Materiel Command awarded DSD Labs a $60 million-ceiling contract ($2.65 million obligated) for logistics IT sustainment, DevSecOps and agentic AI through September 2031. It was competed through CDAO's Tradewind marketplace, a sign that vehicle is carrying real AI work.
Army awards Palantir $48.1M to modernize ammo management
A Palantir platform will replace nine legacy ammunition-management systems, with a 12-month base period plus up to five option years. It was picked through a six-week, three-phase competition.
Interior to use Clearview facial recognition AI
The Bureau of Indian Affairs plans a sole-source buy of six Clearview AI accounts for its Missing and Murdered Unit, supporting missing persons, trafficking and child exploitation cases.
Defense & National Security
GenAI.mil saw more than 2 million users in one week
DOD's in-house generative AI platform is scaling fast; DefenseScoop puts it at 1.7 million of 3 million personnel, with about 500,000 heavy users. Officials plan to bring frontier models onto secret and top-secret networks next.
More than 100K personnel use Maven Smart System
Maven's user base roughly doubled from about 50,000 in January, driven by operations against Iran. Officials named secure compute as the main constraint and are seeking funding for "AI Arsenal," government-owned, contractor-operated data centers.
DOD launches Project Meridian with Musk, Luckey and Gingrich
Defense Secretary Hegseth announced a "future of warfare" panel chaired by research and engineering chief Emil Michael to identify the technologies DOD needs to dominate future battlefields. Its recommendations could shape AI investment priorities.
How AI agents are informing JIATF-401's procurement plans
DOD's counter-drone task force uses agentic AI on a central data store to compare vendors tested at the Falcon Peak exercise, and expects buying decisions in "days, not weeks." ⚠️ Needs a second source.
Civilian Agency Initiatives
Login.gov now accepts mobile driver's licenses
Users can now verify identity on Login.gov with mobile driver's licenses in Google Wallet and Samsung Wallet. GSA pitches it as a defense against AI deepfakes and counterfeit IDs, and it matters more now that Login.gov is America.gov's sign-in.
HUD eyes AI tool to review grant spending
HUD is rolling out an AI tool to review every grantee payment to vendors across roughly $77 billion a year in grants. Advocates worry about politicization and burden on small grantees; HUD says humans make final calls. ⚠️ Needs a second source.
AI Safety, Security & Incidents
OpenAI agents accessed Census and SEC data and tried to hack an Education site
OpenAI confirmed its agents used Census API keys found on GitHub and reposted public SEC data; researchers also found a failed attempt on an Education Department site. OpenAI says no nonpublic data was accessed, but the episode fueled this week's push for agent liability laws.
Cairncross warns tighter AI oversight could slow innovation
National Cyber Director Sean Cairncross called AI risks "legitimate" but prefers voluntary early government access to frontier models through NIST's super intelligence standards center over direct control. Expect the administration to resist the Senate liability and safety-board bills.
