White House & Executive Action
Trump names Jay Clayton to lead a new federal AI task force
(2 minute read) What changed since Friday: the reported Clayton appointment is now official. On Sunday, Oct 4, President Trump named Director of National Intelligence Jay Clayton to head a new "Super Intelligence Force." FTC Chairman Andrew Ferguson, Pentagon CTO Emil Michael and OPM Director Scott Kupor will also sit on it, and it reports to Trump and Chief of Staff Susie Wiles. The group will consult consumers, public interest and religious groups, critical infrastructure providers and AI companies, which makes it the main White House venue for AI-risk policy beyond last week's voluntary industry accord.
Congress & Legislation
Senators debate liability for "rogue" AI agents
(5 minute read) At the Sept 30 hearing of the Homeland Security subcommittee he chairs, Sen. Josh Hawley pitched his upcoming bill. It would make AI firms liable for reckless design, make users liable for reckless deployment, and confirm that criminal hacking penalties apply to AI agents. What's new since Friday: Sen. Richard Blumenthal urged support for a second Hawley bill that would have the Energy Department test advanced AI for "adverse AI incidents" such as loss of control, and Hawley said OpenAI CEO Sam Altman declined to testify. Most subcommittee Republicans backed the White House's argument about competing with China, so both bills face an uphill path.
Acquisition & Contracts
Scale AI lands $12M Air Force deal for agentic AI on E-4C
(2 minute read) On Oct 2 the Air Force awarded Scale AI a $12.09 million firm-fixed-price modification for "Agentic Artificial Intelligence" on the E-4C Survivable Airborne Operations Center, the next-generation airborne command post. The change lifts contract FA875126C0001 from $32.2 million to $44.3 million and obligates $5 million in FY2026 RDT&E funds, with work running through Nov 5, 2027. The Air Force Life Cycle Management Center at Hanscom AFB is the contracting office, and the award shows agentic AI reaching one of the military's most sensitive command-and-control platforms.
Defense & National Security
Travis Metz to lead DIU as Owen West moves to steer the new autonomous warfare push
(3 minute read) DIU Director Owen West is taking a leave of absence to become CEO of the Pentagon's Direct Reporting Portfolio Manager for Unmanned Systems (DRPM-UxS). His deputy Travis Metz, who ran the billion-dollar Drone Dominance Program, becomes acting DIU director, and both will report directly to Defense Secretary Pete Hegseth. West's office will prototype a new acquisition model for drones and help stand up Hegseth's new Autonomous Warfare Command through Project Agincourt, which consolidates drone and autonomy buying under one portfolio.
Civilian Agency Initiatives
New TMF investments: $83M for agentic AI, fast environmental reviews and more
(4 minute read) The Technology Modernization Fund announced four investments totaling about $83.4 million. They are $17.3 million for agentic AI at State (help desk, research and employee-built agents, with a person reviewing every automated decision), $10 million to merge 10 USDA environmental review systems with AI triage, $52.3 million to replace the USDA National Finance Center's legacy payroll system with an AI-driven cloud platform, and $3.8 million to add AI to DOT's aviation complaint system. TMF projects State's project will save more than 100,000 staff hours a year and USDA's review platform 1.8 million labor hours. Acting Director Jessie Posilkin wants money committed before the Dec 11 funding deadline, so more AI awards could follow this quarter.
Transportation works to ease fears about new AI air traffic control tool
(5 minute read) Transportation is asking Congress for another $30 billion to finish air traffic control modernization, including new AI capabilities. The request follows the Sept 21 rollout of FAA's AI-powered SMART tool, which fuses 200 data streams to predict traffic and congestion for Reagan National, Dulles and BWI. Rep. Don Beyer had called for suspending it but says FAA Administrator Bryan Bedford eased his concerns, noting that SMART runs at the Warrenton, Va., radar approach facility rather than in the airport towers. The controllers' union says it wasn't involved in SMART's design or testing, a sign that workforce buy-in is becoming a gating issue for operational AI.
AI Safety, Security & Incidents
CISA adds Zammad flaws exploited in a reported AI-agent attack to its KEV catalog
(4 minute read) On Oct 2 CISA added two chained flaws in the Zammad helpdesk platform, CVE-2026-102489 and CVE-2026-102490 (both CVSS 9.4), to its Known Exploited Vulnerabilities catalog. Federal civilian agencies must fix them by today, Oct 5. Together the flaws take an attacker from no credentials to root on a self-hosted server. The Dutch Institute for Vulnerability Disclosure says it was breached this way and that an AI agent ran the attack, chaining the bugs "in seconds" before stealing some data. It's one of the first KEV deadlines tied to a reported agentic AI intrusion, and the advice is to upgrade to Zammad version 7 or take it offline.
